• Qualification required: Post-graduate degree or diploma in management, preferably rural management, or a master’s degree in gender/women’s studies related to empowerment and holistic development, or any other related degree from a reputable institution.
• Experience required: Minimum 8- 10 years of experience in working with government departments and international donors and expertise in gender projects, providing technical assistance, policy formulation & developing capacity building products

• Skill and Competencies:
• Excellent oral and written command in English and Hindi

• Strong Leadership capabilities & people management skills
• Knowledge and experience of gender projects and data management tools

About the Role

Consultant’s will be primarily responsible for-:
• Providing technical Support to WCDC, PRI Dept and Bihar Gram Swarajya Yojana Society. The consultant will be accountable for advocacy and regular coordination to WCDC, Bihar Gram Swarajya Yojana Society and PRI department.
• Additionally, the consultant will support the finalization of methodology and enquiry tools, coordinate with all concerned government departments, oversee, and support capacity building modules customization, and ensure the design and structure of all major knowledge products.
• He/She will also facilitate approvals from concerned government stakeholders, ensure coordination and appropriate linkages on advocacy and policy work with the government, SRLMs, PCI and donors.
• He/She will also work on establishing convergence mechanism between all line departments for strengthening implementation of laws and policies address Gender Based Violence and harmful practices against women and girls.

Key Responsibilities :

a. Strategic Role as Technical Consultant

1. Establishing strategic interface with key government stakeholders and cultivate strong and positive relationships primarily through government and non-govt organizations, ensuring that the project promotes an environment that supports its long-term sustainability.
2. Foster open communication and positive working relationships with state-level government stakeholders, UNFPA, and other key actors, such as NGOs and civil society organizations.
3. Supporting WCDC in review of Bihar State Women Empowerment Policy as per department’s policy.
4. Support in Developing and nurturing state level resource pool of Master Trainers on POSH, DV, strengthening OSCs by provisions of MHPSS support, PCPNDT, Gender & GBV to ensure the availability of skilled team on Gender related issues that is locally available.
5. The Consultant will facilitate WCDC for regular follow up with IC members of 51 departments trained by UNFPA in year 2023.
6. Facilitation of Training and Capacity building of OSC staffs on documentation skills, case work, MHPSS etc. Development of SOPs and multi stakeholder consultations will be undertaken to provide state level technical assistance for strengthening OSCs in all districts.
7. Advocacy with the PRI Department & Gram Swaraj Yojna Society for including the GPDP module developed by UNFPA with MoPR and Technical support to organize training of their staff on creating women friendly panchayats.
8. Support in conceptualization and organization of Media Sensitization workshop on Gender Sensitivity in partnership with Dept of IPRD.
9. Reporting any significant or unanticipated roadblocks to project team to ensure project timeline and identifying best practices and lessons learned to facilitate program improvement and strategic planning.
10. Ensuring proper visibility of project activities and achievements to relevant departments and to provide strategic directions to project team as to align with relevant department’s priorities.

b. Compliance

1. Facilitating and ensuring regular support to govt departments to strengthen implementation of laws and policies like WEP, POSH, DV etc. and regular monitoring of all related areas.
2. Rationalization of man hours/working hours with all associated nodal departments- WCDC, PRI and BGSY as per project goals and activities.
3. Preparation of detailed action plan for the consultancy period to achieve all the deliverables.
4. Take accountability for the quality and timely completion of project deliverables.
5. Lead the presentations to all government stakeholders and the dissemination of all final products at a high level.

c. Documentation

1. Review of all govt guidelines, documentation and policies with regular updates related to WEP, GBV, GPDP and other relevant policies.
2. Building and strengthening the resource pool for the program to develop materials, provide technical support, documentation, and knowledge management.
3. Prepare and share Periodic progress reports for review and assessment.
4. Analyze, consolidate, and produce comprehensive reports on training, implementation, and quality from time to time; contribute to other reports related to training, quality, and implementation of project interventions.
5. Support in the process of learning, concurrent monitoring, identifying, and capturing voices of champions and beneficiaries, knowledge management and documentation of best practices.

d. Other responsibilities

To carry out any other relevant duties as assigned by the supervisor as per project needs.

About the Project
The Gender component of UPAMA (Utthkrisht Parivar Niyojan Adhikar Sangrakhshan aevum Matritwa Swasthya Abhiyan) project, supported by UNFPA, aims to address Gender Based Violence and harmful practices against women and girls by strengthening the implementation of laws and policies.
In addition to system strengthening at the state and district levels, this project seeks to implement interventions at the Panchayat and community levels to challenge and transform patriarchal gender norms surrounding harmful practices like child marriage. This will be achieved by promoting positive masculinities and establishing model women-friendly Panchayats through the promotion of gender-transformative Gram Panchayat Development Plans. This project will work to include youth by building their capacities and enhancing the potential to be the social change agents towards positive gender norms.
This component will focus on the following identified areas:
1. Strengthening the implementation of the Women’s Empowerment Policy(WEP).)
2. Enhancing the enforcement of the Prevention of Sexual Harassment (POSH) Act.
3. Improving enforcement of the Pre-Conception and Pre-Natal Diagnostic Techniques
(PCPNDT) Act.
4. Enhancing the functionality of One-Stop Centers(OSCs)
5. Facilitating the creation of Women-Friendly Panchayats
6. Engagement with Youth and Adolescents to challenge gendered social norms, detrimental to
young boys and girls.
