About ACTION to CHANGE TOGETHER (ACT) to minimize the risk of NCDs with a focus on Hypertension and Diabetes Project:

As per National Family Health Survey-5 (2019-21), among the aspirational districts of Odisha, Dhenkanal ranks first in the prevalence of diabetes, and among the first 10 districts having hypertension cases in the population age 30-49 years. The prevalence of high blood sugar (>140 mg/dl) level is at 19.5% in the total population age 30-49 years, which is a risk factor for a multitude of problems such as kidney damage, neuropathies, oculopathies, increased susceptibility to infections (including COVID-19) etc. Hypertension is often a precursor of several cardiovascular diseases, chronic kidney damage, stroke and other conditions leading to sudden premature death etc. The prevalence of hypertension (Systolic 140-159 mm of Hg and/or Diastolic 90-99 mm of Hg) among total population age 15-49 years was at 27.1%. Dhenkanal is also one of the oldest OLM districts with very high saturation of Self-Help Groups (77% of the total population is covered by SHGs in Hindol Sub- division).

 

Key objectives include:

  • Health Promotion: Promote health education (with focus on diabetes and hypertension) and encourage lifestyle changes to reduce the risk of NCDs among men and women through multiple channels using novel and effective behaviour change approaches.
  • Disease Prevention: Strengthen population-based screening for NCD detection, early diagnosis of disease and complications and referral through mobilization of identified patients to nearest public/private facilities.

About the Assignment

Project Concern International is looking to hire four Block coordinators to build capacity and handhold NCD Volunteers on community interventions. S/he will be accountable for the delivery of project outcomes.

Key Roles and Responsibilities:

Program Implementation

  • Support coordination between ASHA, ANM, PHC and CHC on NCD activities.
  • Support ASHA in screening and early diagnosis of common NCDs of population above 30 years of age using CBAC form.
  • Facilitate real time data entry of CBAC form on the CPHC NCD Solution.
  • Ensure submission of weekly report of screening using CPHC NCD Solution
  • Undertake quality training of ASHA and NCD Volunteer on the community level interventions for hypertension and diabetes.
  • Support in identification and mentoring of NCD Volunteers, who will be a member of any SHG, has completed 10th years of studies in school, has ability to communicate with communities, is willing to travel in nearby villages.
  • Support NCD Volunteers on door-to-door visits, campaigns, screening, referral to PHC/ CHC for secondary screening and treatment, follow-up, and quarterly lifestyle activities at PHC/ CHCs.

Qualification

  • GNM/ ANM degree from a recognized university
  • Preference will be given to candidates with a Master of Public Health

Experience

  • A minimum of 1+ years of relevant professional experience in public health
  • Experience in capacity building and working with community groups (SHG)
  • Experience in reporting using forms and formats used under NHM.

 

Skills and Competencies

  • Understanding of the development sector and critical cross-cutting themes such as NCD, gender, and advocacy
  • Ability to work against tight timelines.
  • Excellent knowledge of MS office and android applications.
  • Fluency in verbal and written English, Hindi, and Oriya.
  • Willingness to be stationed at the block level and travel to the field.
