About the Position

  • Location: Any district from the following list of 15 districts Banka, Begusarai, Bhagalpur, Bhojpur, East Champaran, Gaya, Jamui, Munger, Nalanda, Nawada, Patna, Saran, Siwan, Vaishali and West Champaran

  • Qualification required: Master’s Degree preferably in Public Health / Social Work/Social Science / Media and Communication / Rural development / any other related field from a reputed university / institute.
  • Experience required:
  • Minimum 4 to 5 years of work experience at district level in programme management including coordinating, planning, and monitoring of community interventions.
  • Understanding of the concepts of Social and Behaviour Change Communication.
  • Proven skills in undertaking trainings and assessments.
  • Knowledge of and familiarity with flagships and programmes at national and State level.
  • Experience and knowledge of working in public health emergency or allied fields is desirable.
  • Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyse reports, plan and monitor projects.
  • Thorough understanding and experience of working with grassroot organizations.
  • Good understanding of NHM, SRLM, social structures and community level dynamics in the state together with experience of building and nurturing relationship with government.
  • Experience of handholding and supportive supervision of FLWs and Community based organizations.
  • Working experience in INGO / National NGO in the area of community mobilization / public health program with GoB would be an added advantage.
  • Experienced in data management, team management and engaging with diverse stakeholders.
  • Experience in of working in the field of routine immunization and polio eradication will be an added advantage.

Key Roles and Responsibilities:

  • Support the Program Manager and District Health Team to implement the Full Immunization Coverage (FIC) of Zero Dose children project in Bihar.
  • Influence and support district to expedite immunization of Zero Dose (ZD) children through special immunization camps in coordination with all stakeholders and partners.
  • Work closely with District/Sub-Divisional Administration, Department of Health, JEEViKA, ICDS, Panchayati Raj and development partners for proper planning and effective management.
  • Support the District Health Team in maintaining the line list of Zero Dose children with special focus in the intervention blocks and villages/session sites.
  • Enable and mentor the Block Coordinators (BCs) and Block health teams to ensure microplanning, village/ session site specific communication micro planning, resource mapping, identifying and enlisting ZD right holders and conducting social mobilization activities in collaboration with local influencers and community platforms.
  • Conduct District / Regional Coordination Meetings / Workshops to garner support of public health professionals deployed in Block / District and hold capacity strengthening sessions on gap analysis, performance review, and convergence.
  • Support Block Health Team in capacity development of stakeholders/partners, PRIs and influencers and garner their support in mobilizing the community.
  • Assist in recruitment and on-boarding procedure for Block Coordinators.
  • Establish a seamless communication channel with all BCs, to be able to offer timely support and conduct consistent progress review.
  • Organize bi-annual District level Convergence Meetings with Heads of Key Line Deptt. (Health, ICDS, Education, Panchayati Raj, JEEViKA, Welfare) under the Chairpersonship of DM/DDC for effective convergence at field-level, particularly during mega camps.
  • Supportive supervision of Block Coordinators for conducting planned activities and ensuring proper reporting of program activities, documentation and record keeping.
  • Undertake regular field visits for offering guidance in development of micro-plan, conducting of community-based events, social mobilization activities and vaccination sites to Block Coordinators and other health staff as per need.
  • Maintain a digital repository of relevant files, tools, letters and ensure timely documentation and reporting of program activities held at each level of intervention.
  • Actively participate in all District-level Planning and Review Meetings, specifically District Weekly Review meetings, on health with relevant partners.
  • Keep track of monthly immunization camp schedule, preparedness (mobilization, logistics, etc), and post-vaccination follow-up plan while ensuring their adherence as per project guidelines and protocols.
  • Engage with local media, community radio stations, leading community influencers and youth groups to drive awareness on immunization and seek support for the project.
  • Prepare and share success stories / innovations / case study with state team on a regular basis.
  • Represent the organization at different forums and meetings held at regional/district/sub-divisional or block level (as per need).
  • Identify and evaluate the risks associated with program activities and take appropriate action in consultation with State Program Team.
  • Perform any other activity / duty assigned by the reporting officer, that is consistent with job’s nature and level of responsibility.
  • Undertake joint field visits with Sr. Health Officials, WHO / UNICEF staff and other development partners for regular learning.

About the Project

Globally, two out of three Zero Dose-ZD (children who haven’t received any dose of DPT containing vaccine) children live in households below the poverty line (<$1.90/day), 47% less likely to have a mother who received antenatal care and had an institutional delivery, and 33% less likely to live in a household with water and cleansing agents.

Before the COVID-19 pandemic, the number of ZD children in India stood at around 1.3 million. In 2021, the figure alarmingly went up to 2.7 million. Data from NFHS-5 reveals a troubling scenario concerning ZD children aged 12-23 months. Although, there has been a reduction in overall ZD prevalence by 4.1%, significant disparity exists in Bihar where ZD prevalence stands at 6.4%. Data indicates a slower reduction in ZD prevalence among specific demographics, including girl child, first-born child, among others. COVID-19 pandemic has critically impacted immunization programs, posing risk of reversing the gains made over decades. Bihar, despite rapid response to COVID-19 vaccination, witnessed setbacks during and immediately after the pandemic, including outbreaks of vaccine preventable diseases like Measles-Rubella.

This project aims to address these disparities, rebuild the momentum lost due to the pandemic, overcome systemic barriers aligning with national priorities / policies and together with community involvement. Key interventions identified to achieve desired outcomes include Civil Society Organization (CSO) engagement, to reduce the ZD children through community engagement, involvement of local influencers and building capacities of service providers and community-based organizations. This position will directly support CSO engagement initiative under GAVI HSS 3.0, with technical supervision through UNICEF, Bihar Office.

PCI India will intervene in 724 villages spread across 66 blocks in 15 priority districts of Bihar with support of State Health Society-Govt. of Bihar, UNICEF, WISH and other partners to A) Ensure at least 95% Full Immunization Coverage (FIC) of those eligible in the intervention geography; B) Enhance capacity of at least 90% FLW, PRI, Government staff and other influencers to identify, mobilize, and vaccinate ZD children during VHSND; and C) Establish Community Feedback Mechanism in 20% of the identified blocks in the implementing districts.
