Project Overview

Uttar Pradesh, India’s most populous state, plays a pivotal role in shaping the nation’s public health landscape. Despite significant strides in Full Immunization Coverage (FIC), district-wise disparities persist in childhood immunization coverage, particularly in urban areas and among various religious groups. To address this, PCI is partnering with UNICEF under the GAVI HSS 3.0 grant to reduce the number of zero-dose children through community engagement and social mobilization in 21 districts in Uttar Pradesh. The project targets the identification and mapping of 100% of zero-dose children, the training and engagement of 80% of community influencers, ensuring 90% attendance of caregivers at community mobilization activities, and orienting 80% of frontline workers on communication and counselling skills by December 31, 2026. PCI intends to hire 14 Civil Society Organization (CSO) Coordinators for overseeing and managing a team of Cluster Coordinators (CCs) in their respective districts. CSO coordinators are expected to ensure effective implementation and monitoring of immunization strategies, and community mobilization through various social mobilization efforts in the implementing districts, with a focus on identifying and vaccinating zero-dose children.

 

About the Role

The CSO Coordinator will work under the guidance and supervision of the Project Coordinator and will be responsible for the implementation of project activities in the assigned districts with support from the CCs. The key responsibilities include ongoing guidance, oversight, and support to the team of CCs, participation in review meetings with key stakeholders including District Immunization Officer, Block Medical Officers, Block Community Process Managers, SMNet team for identifying challenges and progress to reach the zero-dose cohort, capacity building of Frontline Workers and community influencers as well as documentation and data management of project activities undertaken in the designated ASHA areas.

Based on the project design and project geography, the CSO coordinator will be solely responsible for 1-3 districts and the final allocation/distribution of the geography will be based on the data provided by the Government/UNICEF. The applicant should give their preference for location in chronological order.

Major Tasks/Duties:

  • Provide support to the Cluster Coordinators (CCs) in social mapping and identification of Zero-Dose Children /pockets in selected ASHA areas of the intervention districts and ensure that those areas are linked with RI micro-plans on UWIN.
  • Provide support to the Cluster Coordinators in the planning and execution of social mobilization activities based on the community needs.
  • Liaise and coordinate with the District Magistrate, Chief Medical Officers, District Immunization Officers, and other departments such as PRIs, and Urban Local Bodies (UBL) to share the Planning and feedback regularly.
  • Engage a network of Community Influencers by forming a Community Engagement Team (CET) or identifying the existing bodies in the district to reduce the backlog of zero-dose children and accelerate the age-appropriate vaccination for FIC.
  • Engage ICRPs – a cadre of the UP State Rural Livelihood Mission (UPSRLM) to promote key messages of Routine Immunization (RI) at the village level through monthly Self Help Group (SHG) meetings.
  • Support Cluster Coordinators in strengthening the community-based network by sensitizing and engaging Village Health Nutrition and Sanitation Committee (VHNSC), Mahila Arogya Samiti (MAS), Urban Local Bodies (UBL) members, and religious institutions especially catering to underserved & minority communities to seek their support in RI.
  • Provide direct, qualitative feedback from service providers and community members to the Chief Medical Officer (CMO) and WHO/NPSP/UNICEF-SM Net on the efficacy of social mobilization strategy and promptly report/address rumors, adverse events, and communication-related issues and concerns.
  • Identify and engage available forums/platforms to increase male participation to accelerate the immunization services.
  • Support the District/Tehsil/Block Task Force in developing, implementing, and monitoring the district social mobilization plan, including activities for routine immunization.
  • Ensure concurrent monitoring of the Key Performance Indicators against the project targets
  • Enable routine immunization services available across the district particularly sub-block high-risk areas, to cover the Zero Dose children.
  • Strengthen CCs in programmatic guidance and develop a plan for capacity building of Frontline Workers and Community Influencers and organize capacity building activities as per the project work plan by using various platforms.
  • Provide support to the CCs in facilitating a session on effective IPC tools, and tailored to local preferences and community needs during the monthly cluster meetings with ASHAs.
  • Responsible for regularly compiling data of project activities undertaken in ASHA areas, analyzing it, sharing insights, and submitting reports to the Project Coordinator.
  • Compile and share qualitative feedback to the SMNet colleagues at districts and Divisional level monthly.
  • Review of the field-related expenses submitted by the Cluster Coordinators, and other field expenses.
  • Extend support in documenting success stories, human interest stories, and best practices in close coordination with the field team.
  • Support partners/donors in disseminating project learning.

Key deliverables to maintain high routine immunization coverage

  • Ensure steady supply of immunization tracking booklets in the implementation blocks and their proper use.
  • Ensure that the duelists are developed on time, and invitation slips are available in the field and distributed by the ASHAs to the caregivers before the RI sessions.
  • Weekly feedback to the Project Coordinator on progress, and field level challenges.
  • Detailed monthly work plan by the last week of every month.
  • Monthly activity report by the 5th of every month.

Skills and Qualifications

PCI is seeking a results-oriented individual capable of delivering high-quality work, managing multiple concurrent tasks with various stakeholders, meeting tight deadlines, and maintaining a strong attention to detail. The ideal candidate should have the following skillsets and qualifications:

  • A graduate or postgraduate degree in social work, social science, or public health.
  • A minimum of 3 years of field-level experience, ideally in routine immunization or public health.
  • Good communication skills in Hindi and/or a regional language or dialect, along with basic proficiency in English.
  • Proficient in MS Office and has experience in mobile-based healthcare applications and management information systems (MIS).
  • Familiar with local health and non-health actors, such as the National Health Mission (NHM), National Urban Health Mission (NUHM), Front Line Workers (FLWs), State Rural Livelihood Mission (UPSRLM), ICDS, Basic Education, Mahila Arogya Samiti (MAS), Self-Help Groups (SHG), Urban Local Bodies (UBL), and Panchayati Raj Institutions (PRI).

Preferred Skills:

  • Experience in vaccine promotion and disease prevention projects.
  • Knowledge of public health principles and practices.
  • Ability to speak local dialects.
  • Problem solving skills.
  • Ability to adapt quickly to changing priorities.
