About the Project

PCI has been engaged by a leading international philanthropy to provide Technical Assistance in Odisha that seeks to achieve the integration of gender with the programming of Odisha Livelihoods Mission (OLM) in selected blocks of 30 districts. The thrust area is to address gender inequalities by focusing on; a) Ensuring freedom of women from discrimination, atrocities and violence, b) Ensuring women’s access to their social protection, rights, and entitlements, c) Strengthening the identity of women and women-led community-based institutions and d) Creating Institutions of Women for Sustaining Change. PCI currently has a state team based at Bhubaneshwar and a district team of DCCs under this Project to provide support in program implementation in 30 districts of Odisha.

Objective

  1. Provide ongoing support ensuring an organized work environment for smooth functioning of day-to-day office operations
  2. Manage administrative function and address related issues and concerns
  3. Responsible for housekeeping, logistics and procurement related activities

Qualification Required

  • Postgraduate / Master’s degree in Business Administration / Supply Chain Management or a related field.

Experience Required

  • A minimum of 3 years of experience in procurement, purchasing or supply chain management
  • Experience in handling administrative responsibilities
  • Strong negotiation, networking and relationship building skills
  • Excellent attention to details and problem-solving abilities
  • Experience of working in Social Sector

Skills and Competencies

  • Proficiency in Microsoft Office Suite
  • Team player with the ability to handle multiple tasks and meet established timelines
  • Excellent organizational and time management skills
  • Ability to work against tight timelines
  • Spoken, reading and writing fluency in English and Odia language
  • Willingness to travel to the field as and when required.
  • Possess leadership skills and is decisive, action oriented and adaptable

About the Role

The Consultant (Procurement) will be based at Bhubaneswar, Odisha and will be responsible for day-to-day office operations, housekeeping, logistics, procurement and administrative activities as mentioned below:

Office Management

  • Oversee smooth functioning of day-to-day office operations ensuring an organized work environment
  • Ensure timely procurement of office supplies and services (stationaries, Internet etc.), manage related inventory and place orders as needed.
  • Ensuring proper housekeeping of office premises
  • Ensure effective monitoring over admin budget and cost-efficiency

Administrative Support

  • Support Project Director in weekly program review of state team and prepare meeting minutes
  • Handle incoming and outgoing correspondence
  • Provide general administrative support to the staff/delegates related to travel, lodging, and other logistics arrangement as per the requirement
  • Ensure availability of required assets for the new recruits and staff (functional Laptop, I Card, Visiting Card etc.)
  • Support new recruits and staff in travel portal
  • Ensure handing over of Assets from the separating Employees/Consultants
  • Coordinate logistics for monthly review meetings / workshops / events / trainings as required
  • Address administrative issues and recommend improvements to enhance efficiency

Procurement and Logistics

  • Ensure timely preparation and approval of Purchase Requests for all procurements
  • Identify potential vendors, update vender database and related documentation on a regular basis
  • Empanel vendors in compliance with PCI policies and procedures 
  • Identify and evaluate potential suppliers to ensure quality and cost-efficiency
  • Maintain positive relationships with vendors and negotiate favourable terms 
  • Ensure proper management of Fixed Assets, update and share Fixed Asset Report (FAR) on a regular interval with the Procurement Section
  • Coordinate and support procurement of Assets, Furniture & Fixtures and submit related documents to the Procurement Section
  • Ensure timely submission of financial documents by the vendors, process and track payments
  • Any other duties as assigned by the Procurement Officer
