Position Brief:

PCI seeks to engage a suitable consultant to undertake the development of a comprehensive training module, reference materials, and a facilitator’s guide on MGNREGA. The work is to be done in close consultation with BRDS and JEEVIKA, which will be facilitated by PCI.

PCI is also considering developing a resource package for MGNREGA Mates that should include a reference book related to Mate specific work with illustration and situation-response based cases, an information guide for measurements, and few table tope exercises for bringing clarity in earth work related measurements. The facilitator’s guide is intended as a resource for trainers intended to impart trainings and refresher to MGNREGA Mates.

Major Duties & Responsibilities:

Scope of work and expected outputs / deliverables:

Undertake desk research and review the documents and available training modules on MGNREGA Mates.

Carry out a stakeholder analysis based on secondary information available to clearly bring out roles and responsibilities of key people, players, and institutions (Panchayati Raj Institutions) in respect of work and role of MGNREGA Mates. The consultant is expected to prepare a stakeholder matrix based on secondary research.

Prepare a comprehensive training module, a facilitator guide, and a reference document for training of MGNREGA Mates.

 

Based on above the final deliverable will be:

A stakeholders’ analysis matrix. (In English and Hindi)

A Comprehensive training module with a 3-days curriculum. (In Hindi)

A Facilitator’s guide for trainers. (In Hindi)

A reference document for Mates with an information guide on MGNREGA earth-work measurement, and few tabletop exercises on work-site measurement. (In Hindi)

Two formats: A.  For post-training evaluation B. A format for seeking feedback from Mates on training program and reference document in the long run. (In Hindi and English language)

Assignment Timeframe:

This assignment is for a consultant based in Bihar understand MGNREGA, programme convergence, and National Rural Livelihood mission (NRLM). The assignment duration is for a period of 8 weeks (5 days a week) and expected to be over by May 31st, 2023.

 Requirements for qualification and experience:

A post-graduate or equivalent qualification/ MBA, Rural management, Development Study, Humanities or any other relevant discipline. ·

At least 5-7 years of prior work experience in the field of development sector and training. Demonstrated knowledge and experience in developing training modules/curriculum, training materials etc.

Excellent writing and editing skills in Hindi and English.

Candidates with prior experience working in the development sector in Bihar would be preferred.

 

PCI seeks to identify a suitable consultant or agency who fulfils the above stated criteria and have demonstrated ability to work in rural development sector and gender-based work to bring a wider perspective in developing the above stated collaterals.

Time Schedule:

The assignment duration is of 40 days and shall be expected to be completed within a maximum of Eight weeks from date of commencement. The consultant or agency will provide a detailed time schedule of 40 days / 8 weeks for the task and delivery of the outputs.
