Qualification required: Candidate should preferably have a MBBS or Master’s or equivalent Degree in Public Health/Community Health/Social work or a related field from a reputed university/ institute. Previous experience of working in proximate roles with state government departments and field of maternal and newborn health is desirable.

Experience required: -:

  • The ideal candidate shall have substantial experience of working (not below 8 years) with government and international/national donors with major public/community health programs with experience of working for Quality certifications like LaQshya and NQAS.
  • Experience of building and nurturing government relationships.
  • Experience of designing and executing capacity building and mobilization programs.
  • Candidates must have excellent written/ verbal communication, people management skills and project management skills.

 Desirable Skills:

  • Knowledge and experience with MH and FP programs.
  • Experience of working in Quality related programs and setting up Skill labs.
  • Excellent presentation and data handling skills.
  • Good analytical and problem-solving skills.
  • Excellent oral and written English skills.
  • Sophisticated digital literacy including word processing, database systems, and PowerPoint. Strong command of excel and budget management is a plus.

About the role:

The Centre of Excellence has been mandated to be developed under the UPAMA Program, supported by UNFPA, at Nalanda Medical College Hospital, Patna by Maternal Health Cell – State Health Society Bihar. PCI proposes to hire a CoE (Centre of Excellence) Consultant to provide technical support in the establishment and strengthening of CoE in NMCH, Patna.

The Centre of Excellence (CoE) proposes to bring in expertise to embellish and guide technical and quality of care aspects of MNCH & FP. The CoE will provide quality service delivery in MNCH & FP under the broad umberella of SUMAN guidelines of the Ministry of Health and Welfare, Government of India. CoE will extend support for the quality improvement process to District facilities providing respectful care and effective service delivery for FP and MH. The implementation of the quality improvement process will be braided with mentoring and skill building by experts, and supervision both by program implementors and independent observers. Matrices, dashboards, and checkpoints will help assess the quality improvement on several key aspects of service delivery and provision.

  • The CoE consultant will provide technical support in establishment and strengthening of CoE in MCH wing, NMCH Patna through regular coordination, facilitation, and technical expertise.
  • It will be a primary responsibility of the consultant to ensure LaQshya certification of the selected facility in 2024.
  • S/He will act as a bridge between NMCH, UNFPA and PCI for day-to-day coordination.
  • To ensure establishment of a dedicated Skill lab with Skill Stations and different equipment as per the national guidelines as a part of CoE in NMCH, Patna.
  • To act as regular liaison for keeping up the momentum of CoE focused activities as per agreed workplan and timeline.

Key Roles and Responsibilities:

Coordination with Key Functionaries in NMCH, Patna for establishment of CoE::

  • Regular coordination to be established with Principal, Hospital Superintendent, HOD-Obs and Gynae, and other concerned officials at NMCH, Patna for establishment of CoE.
  • Identification and regular coordination with dedicated CoE- Nodal officer from NMCH for establishment of CoE as per the agreed timeline.
  • Providing primary linkage between SHSB, PCI, UNFPA and NMCH officials for smooth and timely establishment and functioning of CoE.
  • Detailed action plan to be prepared and shared with all relevant stakeholders for planning and timely execution of CoE establishment.
  • Timely follow up with concerned officials for completion of all steps leading to functional CoE, and ensuring the doctors and nurses from district hospitals to be deputed to be trained in CoE, NMCH, Patna.

LaQshya certification of NMCH, Patna:

The goal of LaQshya being – “Reduce preventable maternal and newborn mortality, morbidity and stillbirths associated with the care around delivery in Labour room and Maternity OT and ensure respectful maternity care.” The UPAMA program envisages for LaQshya certification of NMCH with platinum score, as all government medical colleges are taken on priority under the LaQshya initiative. As per the target set under the guideline, the efforts are required to be made in MoT and LR, to make the NMCH meet the quality standards through gap assessments, training and capacity building, infra structure development, orientation on standard protocols and data management.

  • Technical expertise and hand holding support to the team engaged at LR and MoT on key indicators of LaQshya and CoE skill lab establishment in NMCH, Patna.
  • Technical Support & Periodic Reassessment of facility in coordination with quality team as per the LaQshya guidelines.
  • Regular handholding of the facility quality team (LR and MOT) on all areas of concerns of LaQshya certification.
  • Facilitation and ensuring for quality related trainings and necessary documentation for LaQshya certification.
  • Providing technical support in taking appropriate and time bound actions for closure of the gaps identified during periodic internal assessments by the facility quality team.
  • Support the facility team in preparing for and achieving state and national LaQshya assessment.

CoE Skill Lab Establishment:

A Skill-building lab (labour room and FP complex with sufficient patient load and trained doctors and nurses) will also be established in the Center of Excellence, which will enable both immersion and simulation learning around key MH and FP skills. The most important, useful, and feasible methods from among these will be curated to develop a state-of-the-art yet completely appropriate skill lab at the center of excellence. Skill building course will be designed with a center of excellence for immersion of doctors and nurses placed in the health facilities in the periphery.

  • Technical guidance for Infrastructure improvement/refurbishment as per the national guidelines for skill lab establishment.
  • Procurement of training simulation kits/mannequins/equipment/furniture for establishment of the CoE skill lab.
  • Regular handholding and support to facility team in setting up of CoE Skill lab in the MCH wing of NMCH, Patna.
  • Ensuring CoE skill lab as well as training space establishment as per national guidelines in MCH wing of MNCH, Patna.

Documentation and Reporting:

  1. Documentation of all training and allied activities for sharing with all concerned stakeholders.
  2. Sharing regular CoE related updates and successful engagement of all stakeholders from government, UNFPA and PCI for state level CoE launch at NMCH, Patna.
  • Supporting in preparation of a comprehensive report of all CoE related processes and activities for sharing with wider audience.

Other responsibilities:

Any other work assigned by the supervisor related to establishment and strengthening of CoE as per evolving requirements.

About the Project

The Uttkristh Pariwar Niyojan, Adhikar Sanrakshan evum Matritwa Swasthya Abhiyan, or UPAMA, is the Hindi acronym for an “Exemplar Mission for Family Planning (FP), Maternal Health (MH) with Rights Protection” and seeks to develop and demonstrate critical metrics in the designated districts of Sheikhpura, Katihar and Khagaria and Patna urban PHCs, as an integrated model of SRH and Gender for young couples, with emphasis on youth and adolescents, vulnerable and marginalized communities. The program seeks to optimize the use of a range of government schemes, provisions, and facility-level quality of care around maternal health and family planning services by women and their families to address the preventable maternal deaths, unmet need for family planning and adolescents sexual & reproductive health. The program aims to address gender based violence and harmful practices with technical support to the key government departments to mitigate and take responsive actions through their policy and programs.

The project will focus on the following objectives:

  • Strengthen quality maternal health and family planning service delivery in identified priority districts of Katihar, Khagaria, Sheikhpura and the Urban PHCs of Patna, making them exemplars for learning and replication.
  • Build institutional arrangements and effective mechanisms, comprising monitoring, mentoring, and putting data to work to improve the effectiveness and quality of the maternal health and family planning programme in the targeted areas.
  • Engage community-based organisations to co-design and drive communication campaigns around SRHR and Maternal Health.
  • Capture the key learning and manage knowledge related to the entire quality improvement process.
  • Enable identified facilities to reach the gold standard of quality care around Family planning and maternal health and achieve due certification for their quality.
