Experience required: -:
- 10 to 15 years of experience with any leading/ established large or medium FMCG brand in India with credible track record of setting up or managing rural marketing/ sales operation in Bihar or Uttar Pradesh.
Competency:
Ready to accept challenges, market research & business operations skills, ready to travel to rural areas for meeting respondents, delivery against stiff timelines, project development and market/ business research reporting, high level of computing skills (MS-Office, MIS), multi-tasking and proactive towards solutions

Job brief: Market Scoping and Procurement Value Chain Design for Rural Marts supporting Women Small Grocery & Retail Shops and SHG Enterprise Commodities in Rural Bihar
Background of Assignment:
The Indian Fast Moving Consumer Goods (FMCG) market was valued at USD 230 billion in 2023 and is expected to reach around USD 1300 billion by 2030. Out of this the rural FMCG market size is estimated to be at 34% only, around USD 110 billion in 2020. Much of the FMCG market growth in India is dependent on rural market. However, there are challenges particularly the retail outlet access and spread compared to the urban market.
PCI India is a not for profit, non-government organization (NGO) which has been working to address rural livelihood particularly targeting woman from poor communities. Working with Self-Help Groups (SHGs), PCI has been supporting rural woman entrepreneurs develop sustainable livelihoods in both farm and non-farm sector. A major livelihood for rural woman is to operate small retail shops that cater to demands of FMCG items of rural households. Availing credit from State Rural Livelihood Mission (SRLM) SHG credit and micro-finance/ micro-banking institutions, woman entrepreneurs are operating retail outlets that offer diverse goods ranging from cosmetics, food, dresses, utensils, household items, etc to their clients.
There are millions of nano/small women entrepreneurs in rural India earning their livelihood in small remote to large villages. A recent discussion and observation from the fields suggest that such a huge retail operation functions without any access to mainstream marketing suppl chain of large to small FMCG companies/ brands and the woman are getting limited to their small operations without much growth prospects because they don’t get advantages of credit period, fare price, product ranges, etc. Such businesses are core to economic growth of rural India and for sustaining household prosperity beyond agriculture.
The rural entrepreneurs and enterprises are entirely dependent on local suppliers which are often business to business (B2B) sales; besides other local/ distant retailers, traders in nearby towns/ cities and to a little extent on ecommerce platforms. But mostly they often do not have access to large traders/ wholesalers or C&Fs of the diverse large or small brands. Existing in millions but operating on small capital and limited investment capacity, the small businesses are vulnerable to diverse challenges like market fluctuations, excess credit based on unscientific investment needs, etc.
Key Deliverables:
- Study the business operations, growth prospects and vulnerabilities ( sample design and size for study to be decided by the consultant based on discussions on initiation of the assignment) of rural women retail shop owners.
- Base on the findings of the study develop probable model/s of interventions for strengthening the business operations towards sustainable income and livelihood security of the nano/ small entrepreneurs, including any model of connecting retailers to FMCG brands directly.
- Study a sample of local/ regional wholesalers, traders and C&F of large-medium-small brands and understand the advantages and challenges of engaging directly with women small retailers in villages and extend diverse benefits of credit period, etc as general market & supply strategy.
- Map diverse commodities forming the product basket comprising diverse commodity segment with the price functions for the women retailers in rural market.
- Design a probable marketing and supply chain model/ start-up that might bridge the gap between FMCG brands and rural households and also provide strong platform for the retailers to operate their business successfully with support of credit period, price discounts, fare price, etc.
- Study the gaps and based on the evidence and need expressed/ observed during the field study, design a suggestive pathway for training of women retail business owners for improving their business sense/ management, marketing, daily operations, marketing/ sales, stock management, accounting, profit enhancement, procurement, etc.
- Estimate scope for accessing for better sustainable incomes through linkages with e-ecommerce platforms for buying/ procuring and also selling local rural products.
- Submit reports and incorporate feedbacks to finalize resorts, including strategy and training needs/ plans for rural women entrepreneurs.
