Experience required:

  • Minimum of 4 years of relevant work experience in climate change and/or renewable energy.
  • First-hand experience of implementing rooftop solar projects across sectors, such as MSME, agriculture, etc.
  • Project experience, including the development of technical specifications and procurement documents (DRE), understanding of quality control and safety measures in DRE.
  • Understanding government policies and schemes under rural DRE, particularly for the MSME sector.
  • First-hand experience of solar assessment and DPR (Detailed Project Report) preparations.
  • Drafting technical documentation for DRE projects, particularly for external dissemination, including documentation for government consumption, would be an added advantage.

Skill and Competencies:

  • Excellent knowledge and skills to work on MS Excel, MS PowerPoint etc.
  • Consultative and collaborative approach; ability to work with diverse groups.
  • Proven ability to take initiative, problem-solving and work as part of a team.
  • Keep track of key programmatic and financial performance indicators of the project.
  • Facilitate meetings, reviews, and support in issuance of relevant govt. orders and guidelines for delivery of the project objectives.

About the Role (Including Team and Reporting)

  • Support the procurement team in finalization of bidding documents, undertake technical and financial evaluation of proposals and facilitate the empanelment of the renewable energy vendors.
  • Coordinate with vendor for timely supply of DRE materials/equipment’s at the THR sites.
  • Supervise the implementation of Solar Plants at THR sites including providing energy efficiency advice, site inspection and training.
  • Ensure quality control and final acceptance of installed THR Solar Plants.
  • Collate and analyse remote data collected from Remote Monitoring System (RMS).
  • Prepare Detailed Project Report (DPRs), concept notes, presentations and briefings for Government and donors including performance monitoring charts and tables on all components of the project.
  • Support Strategy Team in diversification of portfolio particularly around DRE for livelihood activities apart from identification and application of business opportunities in DRE space.
  • Provide technical input for various learning initiatives and implementation plan for the same.
  • Develop and provide programmatic inputs to communications team.
  • Monitoring, documenting and reporting the key achievements of the projects.
  • Undertaking field-visits and donor visits for monitoring and expanding the portfolio in DRE.

About the Project:

  1. All Self-Help Group (SHG) women led production and distribution of Take-Home Ration (THR) Nutri Enterprises

Government of Uttar Pradesh (GoUP) has been taking various proactive policy measures to address malnutrition and unleash the power of women’s collectives for rural development. As a part of the same a long-term agreement was signed between Uttar Pradesh State Rural Livelihoods Mission (UPSRLM) and Integrated Child Development Services (ICDS), GoUP for decentralized production and supply of Take-Home Ration (THR) to Anganwadi Centres (AWCs) by engaging cluster level federations of SHGs.

PCI, a technical partner to UPSRLM for Health and Nutrition through the Bill and Melinda Gates Foundation (BMGF) supported Prerna Technical Support Programme (PTSP), has provided technical assistance to UPSRLM in conceptualising the decentralised production and distribution of THR through SHG-operated Food Enterprise.

Additionally, PCI in collaboration with UN World Food Program (UN WFP) has assisted in the establishment of two production units, one in each of Unnao and Fatehpur, as a proof of concept. The state has a target to setup 204 THR units spread across 43 districts, 403 Blocks and ~99,000 Anganwadi centers (AWC).

PCI is keen on ensuring viability and efficiency of these enterprises by developing three Food Processing Enterprises as Centers of Excellence (CoE), which will serve as learning and immersion sites for other units. The decentralised local production and distribution of THR through food processing SHG micro-enterprises led by women SHGs is anticipated to ensure stronger accountability, reduce leakage, create local employment, and widen the vista of women’s economic empowerment. Further, PCI partnered with Decentralized Renewable Energy organizations and is demonstrating the solarization of 3 THR enterprises in the state with the objective of ensuring optimum production of THR enterprises which are solarized. Learnings from the same would be used for scaling up the solarization of remaining 200+ THR enterprises in the state thus ensuring clean energy apart from nutritional security and women’s economic empowerment.

  1. Poverty alleviation of 5 Lakh ultra-poor in Uttar Pradesh

PCI India in collaboration with a thematic and technical partner is providing technical assistance to Government of Uttar Pradesh (GoUP) towards poverty alleviation of 5 lakh ultra-poor families with an even spread of 10 to 25 families from each of the ~ 57,000 Gram Panchayats in Uttar Pradesh (UP).

It is a digital initiative for facilitating Direct Benefit Transfer (DBT) entitlements exclusively on the accounts of women beneficiaries. This women-led poverty alleviation initiative is an affirmative intent of GoUP. It is a multi-department convergence initiative to address poverty and is backed by a comprehensive Government Order to onboard 14 departments ~ 46 DBT Schemes to be supported by executive orders from the concerned welfare departments.

A decentralized approach has been followed to enumerate & verify the ultra-poor households by Gram Panchayat (GP) functionaries based on 10 listed vulnerabilities like: single poor women widow abandoned destitute, poor landless family, old age (above 65 years) and sole earning member, head of the family is differently abled and sole earning member, Scheduled Caste/Scheduled Tribe, poor families living in disaster affected areas etc. Weights would be assigned to these vulnerabilities and will lead to an automated computing of Composite Poverty Index (CPI) and robust poverty profile.

An active remote DBT assistance center is setup to proactively follow up on realization of entitlements from the beneficiaries. DBT entitlements would be facilitated by Banking Correspondent (BC) Sakhi’s women SHG from UPSRLM. This is a strategic convergence initiative instrumentalized through a policy focused on poor, vulnerable and marginal groups who have been disproportionately excluded and affected over the years. It is a technology centric initiative to walk the extra mile and create a more enabling and equitable ecosystem for ultra-poor in the state

  1. Prerna Technical Support Program (PTSP)

PTSP is the community mobilization project with the support of the Bill and Melinda Gates Foundation (BMGF) and Uttar Pradesh State Rural Livelihood Mission (UPSRLM). The project is designed to strengthen UPSRLM in its core areas as well as in the emerging areas of health and nutrition (HN). The overall support entails- co-creation of a strategy with UPSRLM for system strengthening of UPSRLM in its core business areas and integration of HN; strengthening UPSRLM’s internal system, structures, institutional mechanisms and concomitant processes, and strengthening and mobilizing the community institutions of UPSRLM in its core business areas; providing technical knowhow to the UPSRLM for building HN strategy and designing strategic interventions on HN integration, building upon learning from successful models being implemented in Bihar and other states of India and elsewhere globally, and, providing systematic and catalytic support through cascade capacity building of staff and cadres, handholding, mentoring and quality assessment to ensure successful implementation of those interventions in a defined geography; and, generating dynamic field intelligence through strong measurement systems for providing deeper insight for decision making and program improvement, and creating and sharing a digital knowledge repository with UPSRLM for scale-up preparedness of the HN integrated model across the state.
